WebOrsino is a weak villain. With time of course you could make him a better villain. But I feel the Mage villain needs to be a rival to Meredith. And while Orsino has as much power as Meredith in the Circle he isn't a proper rival. That's Anders. They're both fanatics. They're both possessed.
