While I didn't use it on my frame or control arms, I did use it for the spindles, steering linkage, gear box and I'm going to use it on the rear axle. They have a rust encapsulator to be used like a primer before the chassis black for better adhesion, but it does say in the directions it can be used on bare metal.

Epoxy with a urethane topcoat is a durable effective choice. A quality urethane can be purchased locally; not sure why Eastwood's paint is better than paint I can buy from my jobbers. It also seems that sandblasting a sheet metal panel or part is the key to preventing that rust pitting coming back through the primer. This makes it peel off when the coating is damaged by brake fluid, and road nicks that permit moisture underneath.
